A special meeting of the steering group was held at on Tuesday 28th October at 2pm in David Lott's house in Wroxall, to elect a new committee after Ron Ellison's health-related resignation from the post of Chairman.

The inaugural meeting of the Isle of Wight Council Tax Action Group took place on Wednesday 16th April 2003 at 7pm. It was agreed that the group's principal aims would be to prevent future large Council Tax increases, and to promote its reduction to more reasonable levels. With that objective publicity should be sought for the Council Tax protest, councillors should be goaded into setting and living up to high standards of performance, and the Council should be prevailed upon to work within budgetary increases no higher than the rate of inflation. Ron Ellison was elected as Chairman, Harry Kyle as Secretary and Rob Smart as Treasurer. David Lott, for UKIP IOW, offered the group £50 as initial funding. It was agreed that the group would be called the "Isle of Wight Council Tax Action Group".
A public meeting took place on Monday 31st March 2003 at 7pm at the Quay Arts Centre, Newport. Speakers were Chris Mellor, founder of the Council Tax Action Group, Councillor Harry Rees of the "Island First" group, and David Lott, National and Isle of Wight Chairman of the UK Independence Party.
